The Board's Mission
The mission of the Medical Board of California is to protect healthcare consumers and prevent harm through the proper licensing and regulation of physicians and surgeons and certain allied healthcare professionals and through the vigorous, objective enforcement of the Medical Practice Act, and to promote access to quality medical care through the Board's licensing, policy, and regulatory functions.

2026 is shaping up to be a busy year for the Board. This issue highlights the updates and changes to licensing form submissions, the revised Physicians from Mexico Program, and provides a roundup of new laws tracked by the Board that recently took effect.
In this issue, we are happy to share that the Board again received the Wellness First Champion Recognition from the Dr. Lorna Breen Foundation for its work supporting the well-being and mental health of physicians.
Additionally, there is an article about the physician survey, including a reminder about the requirement to inform the Board of your National Practitioner Identifier if you have one, when you renew your license.
President's Message

The Board's work to protect consumers and promote access to quality medical care for all Californians never stops. On December 17, 2025, while many were closing out their work for the year, the Board co-hosted an important educational forum aimed at addressing the clinical and practical challenges health care providers and patients face when attempting to access controlled substances and other medications to manage pain, opioid use disorders, or other conditions. This forum brought together regulators, health care providers, and consumers to learn about the various laws and regulations, and other considerations that can impact patients. I was fortunate to have the opportunity to address the attendees and connect with other leaders on this important topic. I look forward to future Board events that bring us together to improve patient outcomes and promote collaboration among our various stakeholders.
Turning toward 2026, I am pleased to inform readers about two new public members who were recently appointed to the Board. First, Governor Newsom appointed Mr. Luis Portillo, and the Speaker of the State Assembly appointed Ms. Claire Holmes. More information about these two new members is available on the Board's website.
As always, we encourage all interested individuals and groups to participate in or watch the Board's quarterly meetings, which are open to the public. The Board's next Quarterly Meeting will be held February 26-27, 2026, in the Braun Auditorium at Huntington Memorial Hospital, 100 W. California Blvd., in Pasadena. December 2025 Board Meeting Highlights
The Board held its December 4-5, 2025, Quarterly Meeting in Emeryville. At these meetings, the Board members hear updates from their staff and presentations from external organizations on topics related to the Board's consumer protection mission. At this most recent meeting, the Board members heard from Board staff on several key topics, including:
- An update on pending legislation, including proposed implementation tasks related to certain new bills that were recently signed into law.
- A presentation on the Enforcement Process from Chief of Enforcement Sharlene Smith.
- An update on the Board's Enforcement Data from Executive Director Reji Varghese.

Updated Licensed Physicians from Mexico Program to Serve More Californians
The Medical Board of California (Board) is expanding its program that licenses physicians educated and trained in Mexico to work in certain federally qualified health centers. This program is intended to increase the availability of high-quality medical care among various California communities.
Originally, as a pilot program, up to 30 physicians from Mexico, who specialized in family medicine, pediatrics, internal medicine, or obstetrics and gynecology, were authorized to practice in California for up to three years. This program was evaluated each year by the University of California, Davis, Center for Reducing Health Disparities. Among other details, the program's final report includes information on the benefits of the program and recommendations for the future. Significantly, the evaluation concluded that the physicians from Mexico delivered high-quality, patient-focused care that improved health care access and trust within the Spanish-speaking communities.
Updated and expanded in 2024 by AB 2860, the revised program currently authorizes up to 155 physicians to be licensed to see patients in federally qualified health centers across California. In addition, a limited number of physicians specializing in psychiatry are now eligible for the program.
New Process for Programs to Submit PSU and EF Forms
Beginning January 1, 2026, the Program Status Update/Change Form (Form PSU) and the Enrollment Form (Form EF) must be submitted directly through the Direct Online Certification Submission Portal (DOCS) and will no longer be accepted by mail.
This change streamlines the application process and enhances document security, which ensures faster delivery and processing of applicant documents.

Licensing Outreach: Supporting Current and Future Licensees Across California
The Board's Licensing Program continues to conduct outreach events that support the Board's applicants, licensees, and training programs. These events help applicants and license renewal candidates understand the licensing process, review requirements, and get answers to common questions. Outreach is offered both virtually and in person.

National Provider Identifier Required During License Renewal
The Medical Board of California (Board) reminds licensees with a National Provider Identifier (NPI) that they're required to provide it when renewing their license. The NPI is part of the Board's required survey for license renewals.
The survey also requests that you share additional information about yourself, such as languages spoken fluently, gender identity, sexual orientation, race and ethnicity, disability status, and more. This survey information is used by California's Department of Health Care Access and Information (HCAI) to identify trends in the health care profession workforce and recommend state policy changes to improve access to care.
Additionally, certain information provided in your survey responses may be included on your profile page posted to the Board website which can help patients to choose a healthcare provider who fits with their cultural, language, and specialty needs.

(Ward) — Health Care: Legally Protected Health Care Activity Extends various protections to gender-affirming health care patients and providers that are currently available to reproductive health care patients and providers. Further, states that the prescribing and dispensing of testosterone or mifepristone shall not be reported to the Controlled Substance Utilization Review and Evaluation System (or CURES), the Department of Justice, or a contracted prescription data processing vendor. |

Board Honored Again with 2025 "Wellbeing First Champion" Recognition
Note: This article has mentions of suicide, which may be difficult for some people to confront or discuss.
The Medical Board of California (Board) continues its work to reduce the stigma surrounding mental health care and improve patient care by promoting the well-being of its applicants and licensees. In recognition of that work, the Dr. Lorna Breen Heroes' Foundation (Foundation) recognized the Board for the third time as a "Wellbeing First Champion."
The Foundation is named after Dr. Lorna Breen, who was an emergency medicine physician from Manhattan. She was on the frontlines during the COVID-19 pandemic until April 26, 2020, when she tragically died by suicide. Female physicians die by suicide at a faster rate than male physicians, and those in the emergency medicine specialty have one of the highest rates of suicide across all specialties.
The Board, like the Foundation, believes that patients are best served by healthy providers; therefore, the Board is sponsoring legislation (see AB 408) to authorize the Board to establish a physician health and wellness program (PHWP) that meets nationally recognized best practices. PHWPs prevent patient harm through the early identification of, and appropriate interventions to support, treat, monitor, and rehabilitate health care providers for health conditions that may impair their ability to practice safely.
Stress is a natural part of life, but too much stress can lead to burnout or mental health issues like depression or anxiety. Physicians carry a significant amount of stress throughout their careers but there is help and support available.
If you or someone you know is experiencing a crisis, the Board encourages seeking help, including from the 988 Suicide & Crisis Lifeline, which can be accessed by calling or texting "988."
Warning: Scammers Posing as DEA Agents or Board Enforcement Staff
The Medical Board of California (Board) is aware that scam artists are posing as law enforcement officers, including U.S. Drug Enforcement Administration (DEA) agents or Board staff and calling California physicians as part of an extortion scheme.
Scammers posing as law enforcement may tell victims they have missed a court date as an expert witness and have a warrant for their arrest. Scammers posing as DEA agents may tell victims their license is suspended for illegal drug trafficking and the suspension means they will not be able to practice. The scammers may provide an "Agreement for the Bond and Protocols" that includes statements that licensees are not to share or disclose the investigation to any third party and agree to a bond fee payment of $25,000.00.
The scammers' phone number may show up as the Board's toll-free number, (800) 633-2322, or other Board phone numbers. If posing as law enforcement, they may impersonate actual law enforcement officers using their real names.
Please note, law enforcement officers, DEA agents, and Board staff will never contact physicians by telephone to demand money or any other form of payment. If you receive one of these calls, refuse the demand for payment. Please also consider the following:
If the caller is stating they are from the DEA, immediately report the threat using the DEA's Extortion Scam Online Reporting form.
If the caller insists that they speak with you right away, tell them that you'll call them back directly. At this point, some scammers will offer you a phone number as a way to verify they are who they say they are. Do not call the number the scammers provide; instead, send a message with all information about the call.
If the phone number of the caller appears to be the Board's toll-free number, it is recommended that you submit an online complaint with the Federal Communications Commission (FCC) using the FCC Consumer Complaint.
If you are a licensee of another DCA Board or Bureau, please contact your respective licensing agency to report a scam phone call.
Central Complaint Unit Ad: Medical Consultants Needed
Physician and licensed midwife Medical Consultants review complaints to determine whether a formal investigation by Board investigative staff is needed, or if the complaint can be resolved by a preliminary review of the medical records and a subject's narrative statement.
Participating physicians and licensed midwives are reimbursed $75 per hour for record review and report preparation.

Expert Reviewer Ad: MBC Needs You!
History
The Medical Board of California (Board) established its Expert Reviewer Program in July 1994 as an impartial and professional means to support its investigation and enforcement functions. Expert Reviewers (Experts) assist the Board by providing reviews and opinions on board cases and conducting medical and psychiatric evaluations.
Requirements
Physicians must be board certified, in active practice with 80hrs/month of direct patient care or 40hrs/month if teaching, practicing in their specialty for a minimum of three years after board certification, have no current complaints, no prior discipline, and must be willing and available to testify at an administrative hearing, if necessary.
Midwives
The Board also needs midwife expert reviewers throughout the state of California. Licensed midwives must have an active midwifery practice for the past two years, have no current complaints, no prior discipline, and must be willing and available to testify at an administrative hearing, if necessary.
